[BC] Fairness doctrine by another name? aka censorship?

   In our market down in the educational band their are five, count them 
five, local signals trying to save my sol and get me to send some money. 
Two of them are full c threes and the other three are low power. We do also 
have one public radio station. Their are about 150000 people in this area.
   You know, they could make stations maintain a studio in your city of 
license and do a certain amount of programming from that studio. O wait, 
they tried that and it didn't work did it.
