Too bad he was stupid enough to transmit over a occupied TV channel.  If if
was after transition and 6 turned their signal off I would see no problem
with it.  With all of the web tools out there these days it isn't that hard
to make sure to not cause REAL interference.  I've seen some instances where
corporate radio comes up with some pretty unrealistic excuses for alleged
interference just to get someone without a license off the air.  Obviously
this isn't one of those cases.
