[BC] Modulation measurement

Can anyone help me in determining what is the required peak response
time (attack) for valid modulation measurements according to the FCC
rules?

The instrument that has a response time of say 150 us will not display
the same peak deviation as the instrument that has nearly 1 ms
response time, nor will the one that has "sample-accurate" response
(let's say 48 kHz sampling which would give 21 us). This gives some
room for interpretation of what the actual peak modulation is.

I'm sure there is a standard that proscribes the ballistics compliance
of these modulation meters/analyzers? I mean, the modulation analyzer
manufacturers have to pick some values to stick in their boxes (or the
users have to, in case that decisions is left to them).
