[BC] Failed networks

Dealing with the "2nd tier" netowrks and program suppliers can be a 
nightmare.
I have caught them re-feeding a previously aired program and re-feeding a 
top of the hour newscast !!  (a week old) with the program.  There are a lot 
of people playing radio today who just don't give a d-mn.
