[BC] Fairness doctrine by another name? aka censorship?

This simply shows the FCC thinking in 1987.  Under the Reagan administration.
Doesn't mean they can't decide to do a 180, especially under  
Congressional prodding.

Of course, a court of appeals may take a dim view of that, especially  
if presented with the Commission's previous views on the  
constitutionality of any new "fairness doctrine," even if dressed up  
in diversity clothes.
