The FCC/ASD tries to be extremely helpful in this situation because
it is not the FCC breathing down anyone's neck. It is the U S Congress
who in their (very) finite wisdom enacted a Law that any license unused 
for one year would be forfeit. There is nothing the FCC can do about 
this except assist stations in every way possible to get back on the 
air for at least a day to reset the one year clock.
