[BC] CP Purchase and Expiration Extension

I know that isn't the case with FM CP's I've had a flurry of urgent 
purchases recently because "soon to expire" CP's were bought and had to 
be built by the established deadline.

I'm not sure about AM.. That is unless the current owner got an 
extension already

But this isn't gospel
