Um,

actually, IIRC, the producers specifically asked for permission to use a 
legal-sounding call sign. 

This was why a certain radio station REALLY in Cincinnati wound up with 
WKR"C"... WKR"P" was "taken".

As to "using" WKRP as part of the continuity... Other than the theme 
song, I don't recall ANY instances of a Legal ID in any of the scripts.
