[BC] City Of License/Transmitter site question

I was under the impression, unless something has changed, that a LPFM's studios had to be in the COL. If you stop and think about it, LPFMs were designed to serve the COL with programming that the listeners couldn't get from the big hogs, allow volunteers to do radio shows, where the big hogs wouldn't sell them airtime, and a learning place for the volunteers. 

Also, it is LEGAL to sell a church time on a LPFM, BUT.....it has to be a donation noted on the check from the church or pastor of the church to the LPFM station & the LPFM station to document it. This helps pay the expenses on maitaing the little station. It is legal for a church to own a LPFM, but the church must maintain a studio in the COL, at least that's the way I understand it.

I have found that LPFM's are misused and not used for their original purpose. It's not just religious broadcasters, but secular little non-profit groups, and people trying to use them as a commercial station, etc. Too many loop holes in our crapie legal system.
