That is correct. Back in 1980 when the FCC decided to get rid of them, many in
Alaska complained - rightfully stating that class Ds were the perfect size to
service the typical small Alaskan village, so the FCC still allows them in
Alaska.

KYMR-FM 88.9 Metlakatla, AK with 50 W at -64 meters and KHKY 92.7 Akiachak, Ak
with 50W at 28 meters are both owned by school districts and only a year or
two old. Both are Class D's.
I was told by someone at the school that you can apply for a Class D at
anytime in Alaska on any frequency, not just a non commercial frequency.
