Most places are now going this route and it's not just limited to radio/broadcasting. Sarbanes/Oxley requires companies to protect their assets and intellectual property, including all kinds of things which a terminated employee might contaminate or do irreparable harm when "leaving". Or they might go "postal".
When we have terminated folks, we hold their last paycheck until all company property is returned. That would include laptops of any age given the software licenses on them are inventoried and can be cycled to new laptops.
In this case, the employee should retain counsel immediately and press ahead with a claims against the employer to recover his private property (this is where receipts are critical to prove ownership) and his attorney's costs.
