[BC] FCC Bird ruling

When we had a building at 1250', a tower crew stored a new beacon in the 
building and broke the new beacon horsing around(the last time we used that 
tower crew).  The old beacon has no cracks in the dome but the sockets are 
poor.  We do have low-frequency dampers on the tower as well as the 
high-frequency dumb-bells.  The top beacon is on top of a 100' traveling 
wave antenna- no support on the antenna except the base(on top of tower at 
1400').  The tower is an old Dresser Ideco where the three legs each come 
down to a separate mounting pad.  I hope the LED assembly and power supply 
can take the vibration.  At the same time the LED assembly is going up, we 
are adding Lightning Master's tower linear dissipator.  It may change the 
vibration frequency.
