I would try to check the whole system thing with a network analyzer or something which can give you a reasonable approximation of the match rotation and bandwidth. Then try to re-aquire the same rotation as before. If the bandwidth is tight (and it could be for a 1230 and 1400 depending on the design), rotation could be very important.

You say that only a vacuum variable was the network before...right?  Was it a shunt feed?  This has all the making of a bad match made good and now the TX needs to be tuned to the new load.  Hence the reason to check #20 and the phase match.

Tom's comment about R-26 is also salient.
