If you don't mind paying the price, the Amperex 4-400C's were still available not that long ago from Charlie Goodrich.   I last purchased them 2 years ago and they ran $275/ea. Graphite plates. They were the only tube I got consistently excellent performance from in the CCA and Collins AM's. 
I can't say for certain whether or not they still exist, or what the current price is.
