[BC] Lightsquared asks for declaratory ruling

To me the answer sounds simple, the FCC should revoke their license as 
not following the allocation tables, and should have never been granted 
in the first place. Then reply you have no rights as you have no 
license. Good Day..

Obviously from the quote above, LightSquared is aware of serious 
troubles looming.
