The real bug-a-boo is they want terrestrial transmitters and possess a
space only allocation at present. If they keep the space only allocation,
moot point.  They don't and that's the rub.  My response is "You want the
change in allocation.  But are not accepting responsibility for incumbant
interference due to that change.  Well, no deal."

The spectrum planners had their heads on straight in that regards.  Don't
put a high power terrestrial allocation next to a weak signal space
allocation.
