To Curt's last point, a guy was electrocuted recently here for just that reason.  He climbed a pole and was trying to take down some primary conductors.

Curt and I discussed the point of devaluing at length as I was designing our latest ground system. We elected to have the absolute minimum amount of copper exposed and to deeply bury under many inches of gravel any semblance of a ground system around the towers.  They will long run out of energy before they get much copper from my sites.

Physical deterrence is the only way to keep the copper in the ground.  
Make it very hard on them and they'll find out it's not worth even their energy to dig through many inches of stone to reach a heavy landscaping material which covers everything anyway.
