[BC] Yet Another site vandalized

WJOL's neighbor just to the east, WCPT's night site saw the same copper 
theiving crew, although less damage.  They only got the copper between 
the ball gap and ground and the ATU and ground.  Nothing placed under 
stone apron was taken.  Too much mass to move. They got all of maybe 60 
ft. of 4" copper.  Not a lot considering there's 6 towers.  Everything 
can be re-spliced.

Now...to design a vandal resistant shroud to sit over the strap running 
up the side of the pier to the ball gap and not impact the base 
impedance.  Hmmmm.

And to install a proximity sensor with a sonalert in each ATU looking at 
each tower base.
