[BC] Another site vandalized

Going up the pier to the ball gap, I'll epoxy and rivet the strap to the
pier and then epoxy some sheet fiberglass over top the strap to stiffen,
conceal, and make it impossible to snip anywhere along it's length except
at the ball gap. At which point, it's simply vandalism.

Going up to the ATU, taking some .188" sheet formed into a 4.5" x 2" U,
galvanize and create a 4.5" x 4" shround to go around the existing
conduits and new strap, bolting together with tamperproof nuts, and
mounting to the concrete slab with tamperproof bolts.

If that's not a deterant, then it's time to revisit the whole site security.
