 Kinda sorta, but not really, and it had nothing to do with any AM.

 Years ago, I know of a translator "turned into" a C1, but
 essentially it was a new license that bumped the translator.
 Same location, same frequency, higher power.

 Basically, the "translator department" made the licensee aware
 that a higher power license could be sought, so they did.
 All non-com.
