That would defeat the purpose, which is to provide aural broadcast 
service when the Class D AM cannot be on the air, such as at night.  The 
Rules do provide that the AM has to be on within the past 24 hours.  As 
to running it for only an hour, you'd run afoul of the hours-of-service 
requirements in the AM station's authorization and Part 73.

I'd be leery of running an SCA that originated at the translator, unless 
it's an internal-use one (such as a satellite backhaul or transmitter 
telemetry).
