 Oh, I dunno.....

 On one hand, we have people argue that SPEED LIMIT 35 means
 that we want people to be driving at a safe and reasonable
 speed in this area.
 Others argue that it's just a way for the municipality to increase revenue.
 Still others argue that it is a way to let everyone know that *you* are
 *not* the authority regarding your own life, or any actions you might
 wish to take.

 To a reasonable person, it means that roughly 35 is a good speed for
 that area, but may be very far from the actual intent.
