Materials relating to an FCC application, ownership and EEO reports and materials relating to an FCC investigation or complaint are required to be in the public file.  No other FCC communications need be in there.

I have been repeatedly told by both ABIP and FCC personnel that one thing inspectors hate to see is an overstuffed public file full of things that don't belong there.
