[BC] APNIC redux

Chris tells me that APNIC deals with a registry for the asian-pacific 
area, and is apparently on some major spam filter lists.

Several folks in the Midwest ... especially those who contacted me 
today, were on the same 216.x.x.x series, and got "sucked into" the APNIC mess.

The problems should be gone now ... unless you are a spammer in 
Taiwan.  (Watch it, Burt!)

thanks to those who sent in headers so we could locate the 
problem.  It took matching several to find the "pattern" that caused 
the trouble.
