[BC] New Orleans - a matter of responsibility?

Because while many cell sites were down, more distant/inland ones may not
have been. Depending on location and the height of the cell tower, it is
entirely possible to receive signal some miles beyond it's normal
coverage. Even more so if the caller is on a 2nd floor or higher.
