[BC] New Orleans - a matter of responsibility?

So, you think the officials in NO and LA did a splendid job? My point 
simply is that there was no plan, and if there was, these people, being 
policians, would have (and did) fight among themselves over authority, 
responsibility, blame and credit.
Sir, do you dispute that?
