[BC] Question About Petitions To Deny

Depending on the matter, there is "standing".  Licensees have lots of 
standing. Individuals don't carry same UNLESS their arguments are very 
substantive and meritorious of consideration.  It is a much higher burden 
to be certain.  Otherwise, every whacko out there would file 
objections/petitions to everything.

The objection/petition needs to be filed timely as well.  Otherwise, it 
could be ignored.

You would do well to consult a DC attorney who could advise you 
better.  FCC staff can only provide factual information and no advising.
