Is this in reference to a Petition to Deny the license renewal of an 
existing broadcast station license?

If so, the filing date for license renewals is four months in advance of the 
expiration date.  Petitions to Deny are due one month in advance of the 
expiration date.

For the filing of any petition, the procedural part is probably best 
prepared by a telecom attorney.  However, to secure an understanding of the 
procedural process, you can always obtain copies of previously-filed 
petitions (either on-line or through a FOIA request) and use that as a 
frame-work draft in the event you decide to make a pro-se filing.
