He wants to file a petition to deny against a facilities change.  These are
now classified as minor changes and there's no procedure for filing a
petition to deny against minor changes.  He could file an informal
objection, but unless he can cite how the minor mod violates some rule, he's
probably pissing in the wind.  A public file violation or the fact that they
operate with day pattern at night is not gonna stop a minor change from
going through.
