[BC] digital delays revisited

As the rollout of the Boston Acoustic radios reaches the point where 
some stations now have two (or more - if they have grant to cover the 
costs) digital receivers, a new apparent problem has emerged: The 
"lockup" points of different digital radios are not "exactly" the 
same.  So ... for those who have taken great pains to get the delay 
right for blending on their radio .......
