Dana,
Most LA FM stations use Orban processing - either 8400's or 8500's.
Both units are capable of split processing whereby the HD output is
processed differently (and properly) for a bit-rate-reducing encoder.
So, the same box (8400-modified, or an 8500) can be used to properly
process each - the analog FM and the HD FM.
Are you saying that you're absolutely sure that the FM-processed audio
(available on an AES output) is being fed to the HD input on the HD
encoder?
Now, it's certainly possible to mis-adjust the HD-intended output to
sound bad, but that not the way Orban (or Omnia) intends the processor
to be used.
