See the NAB letter to the FCC supporting the adoption of
night operation, and also note FCC's proposed procedure 
for interference complaints.

I don't know that ANY stations signed up, but the NAB did
it for them, and it does appear that the FCC considers
the NAB to be the representative of the stations.
