I'll take a stab at it. There are two types of
systems floating around out there that make all the
difference in the world when trying to predict
interference potential.
An earlier system uses outdoor, medium-voltage AC
lines (the segment in a neighborhood before the
transformers that take it down to 240 single phase to
feed the houses) and a pole-mounted coupler every so
often. That's the really trashy type.
A second type uses a wi-fi connection for a
neighborhood and individual couplers placed on the low
voltage, or household side of the transformers. These
are fairly clean, according to reports documented by a
non-profit ham radio group in Newington, Connecticut.
The group, a publishing and subscription company known
as the American Radio Relay League, has tried
unsuccessfully to portray to the FCC the negative
impact on HF communications the older, dirty system
can have. The group has since done some testing with
the newer type of system, and has pronounced its
tentative and qualified support.
The group's expert is Ed Hare, W1RFI, a very good
fellow. Look up the number of the group and give him a
call to explain the technical rap behind the overview
I've posted here. The group probably should have
teamed up with the broadcast community to leverage its
concerns, efforting just the questions you've posted
