In the local newspaper in Alabama mentions Texas Utilities have partnered  
with a company to:
1.)   Provide metering data for billing and monitoring data over  their lines 
for monitoring and system control.
2.)   Eventually provide high speed data to customers both  business and 
residential.  It mentioned over their lines.  I assume  they mean BPL.
