Make sure the output of the 222 is connected properly; that the + terminal goes to the + input of the transmitter.  Also, the 222 will not _generate_ positive peaks, it simply allows them through when the + Peak control is rotated clockwise.  If your program material is symmetrical (for instance, already symmetrically limited prior to a satellite uplink, or 'pre-processed' with another box) positive peaks will already have been limited to the same value as the negative ones.  Short of clipping negative peaks (which the 222 does not do), you will not be able to achieve any asymmetrical modulation.  If you bridge the output of the 222 with a DC-coupled scope, you will be able to see peak asymmetry.  Could be the transmitter just can't do it.
