Perhaps that was an intentional incentive for stations to keep their
C-Quam pilot lights on. :-)

Actually those Delcos are the only AM Stereo radios I've seen in which
wide bandwidth is only available when a C-Quam signal is tuned in. 
Everything else, including Chrysler and Ford (Visteon) radios with
auto-variable IF bandwidth, will provide wideband audio when any
sufficiently strong signal is received, regardless if it is mono or
stereo.

However, the Delco tuner does have the advantage of AMAX-compliant impulse
noise blanking, which does help to clean up the buzz and crackle of noisy
power lines.  It is also incredibly sensitive and selective on both AM and
FM -- truly top-notch performance.  If all radios were as good as these,
then nobody would even think to mess around with IBOC.
