The added second will occur at 00:00 GMT.  23:59:59, 23:59:60, 00:00:00.

That's 1900 E.T, 1600 P.T.

Thus, your server's clock auto sync will make the change long before 
the actual start of the new year in your local area if the clocks sync 
every hour or every few hours.
