See http://sujan.hallikainen.org/FCC/FccRules/2006/73/72/ . You can only
use authorized facilities unless you have an experimental authorization
from the FCC. Further, such operation is only for "routine testing and
maintenance of its transmitting system." I don't think a "DX test"
qualifies. I also recall someone being fined for something like that. I'll
see what I can dig up.

> If you do it during experimental hours, you can do pretty much what you
want.  I dont think there is such a regulation as a DX test though.
