[BC] Daylight Savings Time changes?

The future of WTOP's skywave service (and KSTP's, for
that matter) doesn't look too secure if all of those
1490s eventually turn on IBOC at night and start
throwing their digital signals onto 1500.
Just in the northeastern states (New England, NY, NJ
and PA) there must be at least 25 stations operating
on 1490 (nearly all of them are now 1 kW
non-directional) so if The Plan succeeds, 1500 will be
a channel where the RSS noise floor comes WAY up at
night in this region.
