[BC] Moseley 6060 STL Transmitter notes.

I think that they were about 3 or 4 years old... the symptom was that the
transmitter or receiver would stop operating, then lock up and start working
again.  Of course the equipment in question was at a remote relay site, so
no one was there to see it happen.  I put a "telltale" latching relay on the
receiver squelch contacts and found the problem with the receiver, but
unbeknownst to me the transmitter was doing the same thing--- Kevin Winn has
the solution.

I've got several of those types of units, although fortunately, no 
failures...yet.  Were these recent units that had the problem?
