         Simple answer: Cell phones all monitor the
         cell site whenever turned on.  Simply
         have each cell phone "listen" for alert
         codes - not unlike EAS actually - and
         the equivalent of, say, TOR just makes
         all phones RING (regardless of vibration
         setting) and display TORNADO! or
         perhaps the location.
