I'm sure. It's not illegal to have the phone, it must be in vibrate 
mode. Same with pagers. There have actually been some actors who 
stopped the show and waited while some jerk finished his call.

In New York laws are just suggestions, so few people know they can be 
fined if the phone rings. Depending on the show you could have people 
rearranging your face in anger if a phone rings. At that point your 
estate pays the fine.
