I think that's the case in Tucson. I still see some sirens in various places around town that look like they have been abandoned in place. I believe I read somewhere that the city will give them away to anyone who will take them down.
Omaha, NE (population about 390K) still uses sirens for tornado warnings. They are tested at noon on the first Saturday of each month.
