That's the problem in New York. It seems every vehicle has a siren, 
including car alarms. If a car alarm went off in my neighborhood we'd 
be happy to help the thieves steal the car.

In Las Vegas I'd assume a sign saying heavy winds simply meant Wayne 
Newton was performing that night.

There's no perfect system for every city.
