This is precisely why NOAA Weather Radio expanded as a the National Alerting
Network is the way to go.

The only receivers that stay on and in a mute mode until they receive a
warning are NOAA Receivers.

SO if its 24/7/365 the radio will turn on to alert you with any number of
alerts. Weather, hazmat, chemical, nuclear, Flood, Amber...everything.

The radios turn on when they receive the tones that your EAS rceiver
receives to trigger your EAS.

So John Q with his weather radio will be awakened from sleep at the same
time the awake listeners to your station get the alert from you.

THe plus is the radios can be set to alert only in the county and eventually
the part of the county in which you are located using the SAME tones..
