[BC] Warning sirens

Louisville/Jefferson County Kentucky.  Macon/Bibb and Albany/Dougherty
county Georgia, too.  It's a good warning system, however people need to
realize and EMA directors need to educate people that it's NOT to be relied
on as the ONLY warning system.

I just happened to be in Radio Shack earlier today and checked on prices for
portable NOAA "all alert" radios.  They have them for $20.  Cheap insurance
if you ask me.  If you wanna get a little fancier with a SAME alert radio,
they have them for as low as $50, and that one is portable.  The one I have
by my bed is a discontinued Radio Shack model that sets itself to WWV.  It
was going nuts Saturday night/Sunday morning.  Had their been a tornado
warning in the Louisville area, I would have known about it BEFORE the
broadcast stations could relay the message.
