One has dB as the primary (top) measurement, the other has VU as the 
primary measurement.

Both have the same "guts". Same internal impedance. Same copper oxide 
rectifier.

By varying the external components, but not the expected, and required 
"build out" resistor, the reference could be either 0 VU = +4 dBm (dB 
with reference to 1 mW) or +8 dBm.

Alternately, a special step attenuator was available from several 
sources, with which one could assemble a "VU meter" ... really a dBm 
meter ... with any reference from, say, +4 dBm to +30 dBm.

The prog amps I used to use at my former (40 years ago!) place of 
employment had the capacity of outputting 10 watts (a pair of 6V6s or 
6AQ5s, IIRC) into 600 ohms, and with which one could establish almost any 
line level for "0 VU", although Ma Bell certainly had its own 
restrictions, as did most transmitters.

I have a scan of the old Weston catalog, showing both versions, which I 
am now searching for.
