SAME is the scheme used.  FIPS codes are for the area to be alerted.

Mine is  051  for the State of Virginia then 001 for Accomack County
so my FIPS code is 051001.

Some independent cities have their own last three numbers.

According to the NOAA NWS site I kind of got the impression that the SAME
scheme used FIPS codes for each location.  IOW "SAME" is the system and FIPS
numbers were the method.  Please let me know if I got that screwed up.

BTW, the RS 12-259 handles 10 codes whereas the 12-258 handled 15.  Whish I
could find a '258 which is a desktop with a larger display than the tiny
handheld '259.

  I saw a Midland radio the other day that not only did SAME codes, but FIPS
  codes as well.
