I think it would be in the courts for decades.

The original license was required to operate a transmitter. If there 
was a fulltime engineer I don't think it was required. If it were 
used for indecency, every guest on an interview show would need one. 
Also, why should a board op be punished for for something said by the 
talent? At a Talk station the talent is always right. The mistakes 
are always someone else's. Are you going to fire Hannity for being 
awesomely dumb? No. The blame will lie with his board op.
