[BC] Board Op Licenses

Impractical. Lots of stations don't even have board ops anymore--automation 
instead. Also, lots of stations have network programming. How can you blame 
the jock for something that comes down the network--unless everyone runs 
7-second delay? The idea is a non-starter for me.
